Effectiveness of the production linkage model of Vietnamese sugarcane for export in Vị Xuyên

In many highland communes of Vị Xuyên District, Hà Giang Province, lush green sugarcane fields can easily be seen growing on barren hillside land. These fields are the result of an export-oriented sugarcane production linkage model developed by Phạm Võ Quan in Phong Quang Commune, Vị Xuyên District. The model was implemented in cooperation with local residents.

Phạm Võ Quan was born into a poor, large family in Minh Tân Border Commune, Vị Xuyên District. After graduating from high school, he worked in various jobs to make a living. In 2016, after saving some capital, he moved to Phong Quang Commune to purchase land. His goal was to establish a livestock farm and build a slaughterhouse to export beef to China.

Using his savings and borrowed funds, Quan built a farm and purchased hundreds of breeding cattle for raising. To secure a source of feed for the livestock, he rented land from local residents to grow sugarcane. He used the tops as animal feed and sold the sugarcane stalks.

Quan said: “Phong Quang Commune has great potential in terms of land resources, but irrigation water remains a challenge. On hillside land, local residents usually grow maize, but the economic efficiency is low. In some years of severe drought, maize plants produce ears without kernels. Although the land is dry and infertile, sugarcane grew very well when it was introduced and cultivated following proper technical procedures. The crop showed strong resistance to water shortages during the dry season.”

In 2017, Quan’s livestock farm and plans to build a slaughterhouse for beef exports to China faced difficulties. Meanwhile, the sugarcane area initially planted as animal feed showed great potential. Therefore, he shifted his investment strategy from livestock farming to sugarcane cultivation.

To secure a stable market outlet for sugarcane, Quan traveled to China to seek partners. He then signed a cooperation agreement on sugarcane cultivation with a sugar mill in Yunnan Province, China. He also established Thủy Vĩnh Bảo Co., Ltd. to facilitate cooperation with local farmers in sugarcane cultivation and sugarcane exports to China.

From an initial 15 hectares of sugarcane planted for livestock feed, Phạm Võ Quan has now expanded his export-oriented sugarcane cultivation area to more than 100 hectares. The area covers Phong Quang, Thuận Hòa, and Minh Tân communes. Half of the area is land rented from local residents for cultivation, while the remaining half is developed through cooperation with 10 farming households.

The export sugarcane linkage model operates under a system where farmers contribute land and labor for cultivation. Meanwhile, the company handles land preparation, seed procurement, planting, fertilization, harvesting, and other production stages. When the sugarcane is harvested, the company purchases the crop from farmers at VND 1.2 million per ton. Farmers receive 100% of the revenue from their sugarcane sales.

“In the early years of trial cultivation, sugarcane yields were not high due to a lack of experience. However, in recent years, I have invested in mechanization from land preparation to planting, irrigation, and crop care following proper technical procedures. As a result, sugarcane yields have reached 80–120 tons per hectare. With this productivity, farmers participating in the linkage model can earn around VND 100 million per hectare. The company’s leased sugarcane areas also generate good economic returns,” Quan said.

A notable feature of the export sugarcane production linkage model between Thủy Vĩnh Bảo Co., Ltd. and local farmers is the company’s income guarantee mechanism. If the yield of linked sugarcane fields fails to reach 100 tons per hectare, the company will provide compensation. This ensures farmers receive income equivalent to a minimum output of 100 tons of sugarcane per hectare.

Moreover, Quan continues to expand the export sugarcane raw material area through cooperation models with local farmers. By the end of 2025, the export sugarcane cultivation area in highland communes of Vị Xuyên District is expected to reach 300 hectares.

Alongside export sugarcane cultivation, Phạm Võ Quan was also the first person to introduce dragon fruit cultivation to Phong Quang Commune. The dragon fruit growing area has now expanded to 3.5 hectares. The crop is well suited to the local soil and climate, growing strongly and producing fruit that is purchased directly by traders from Hà Giang City. On average, Quan earns billions of Vietnamese dong each year from dragon fruit cultivation.

Thượng Duy Du, Vice Chairman of the Phong Quang Commune People’s Committee, said that the commune has many effective economic models. However, the most successful one is Quan’s export sugarcane cultivation model. The model has created jobs for hundreds of local workers and provided many households with stable incomes from sugarcane farming. It also plays an important role in restructuring local agriculture by replacing low-value maize cultivation areas with high-value sugarcane production.
