On January 2026, the Canadian Food Inspection Agency (CFIA) issued a recall warning for a Vietnamese pho noodle product. This product was the brands Jade Fine Foods & Packaging and Arbutus Farms Kitchen. The import company was Arbutus Foods, in British Columbia, Canada. The reason was that the product contained undeclared wheat, which did not list among the ingredients.
The product was subject to a Class I recall, which represents the highest level of risk and urgency. As a result, the product was highly likely to cause serious adverse health consequences or even death. The recall has implemented immediately at all levels, including distributors, retailers, and end consumers. The CFIA issued a nationwide public recall alert. All recalled products found during inventory checks will be monitored and destroyed.
The Vietnam Trade Office in Canada advises Vietnamese producers of pho noodles should fully declare all allergenic ingredients on product labels. These ingredients include milk, eggs, peanuts, wheat, tree nuts, and sulphite-based preservatives.

In addition, manufacturers of Vietnamese pho noodle product should review their entire production process to control allergen cross-contamination. They should also include precautionary statements such as “may contain…” if a fully dedicated allergen-free production line cannot be guaranteed.
If Canadian authorities detect that the label does not show allergenic ingredient information fully, they consider the product a potential life-threatening risk to individuals with severe allergies. As a result, a recall becomes mandatory. Importers may face administrative penalties, including fines, suspension, or even revocation of their licenses.
In cases involving fatalities, criminal prosecution may also be pursued. For the Vietnamese manufacturer involved, the CFIA may place the company on a blacklist or permanently deny its products entry into Canada. All future shipments of Vietnamese pho noodle product may also be subject to stringent border inspections. This could discourage Canadian importers from doing business with the company.
